Senior Director, Funding and Intergovernmental Strategy

About this role
The role
This is a critical executive leadership role within the System Strategy Branch, responsible for driving funding strategy and intergovernmental policy across Queensland Health.
As Senior Director, you will lead high-level negotiations with the Commonwealth on health funding agreements and national reform, while shaping Queensland's position on key policy and funding matters. You will oversee the development of Cabinet Budget Review Committee submissions, guide long-term financial modelling, and provide authoritative, evidence-based advice to the Minister, Director-General and senior executives.
The role plays a central part in influencing how health services are funded and delivered across Queensland, including analysing expenditure trends, identifying value-for-money opportunities, and ensuring alignment with strategic priorities. You will also build and maintain strong relationships across central agencies, jurisdictions and the broader health system to drive collaborative outcomes.
In addition, you will lead and develop a high-performing team, contributing to a cohesive and forward-looking leadership culture within the division.
The successful person
You are an accomplished executive leader with extensive experience operating in complex government or large organisational environments.
You will bring:
- Demonstrated success leading strategic policy, funding or reform initiatives at scale
- Deep understanding of the machinery of government, intergovernmental processes and public sector operating environments
- Strong negotiation and influencing capability, including experience working with senior stakeholders and across jurisdictions
- Advanced analytical and problem-solving skills, with the ability to interpret complex financial and policy issues
- Proven leadership capability, with experience building high-performing teams and driving a positive, accountable culture
- Exceptional communication skills, including the ability to provide clear, strategic advice to Ministers and executives
You are a strategic thinker who can balance competing priorities, navigate ambiguity and deliver impactful outcomes in a dynamic and politically sensitive environment.
Where the successful candidate is an existing public sector employee, it may be managed through a higher duties arrangement.
